Commissioning Manager

RESPONSIBILITIES

Westlakes Recruit are currently recruiting for an experienced Electrical, Controls and Instrumentation (EC&I) Commissioning Manager to be based in Berkshire on a contract basis.

Our client, a key player in the UK’s nuclear defence sector, is seeking a highly skilled Commissioning Manager to support the delivery of one of the most complex and technically challenging infrastructure projects in the country. You’ll play a vital role in leading the successful commissioning and demonstration of specialist equipment, building services and control systems within a highly regulated environment.

Key Responsibilities

• Oversee commissioning for the EC&I aspects of a variety of systems including BMS, HVAC and Process Plant Equipment (based on Siemens S7 PLC systems).

• Manage the production, review and approval of commissioning documentation, including BMS, Electrical and Software documentation.

• Manage issues identified during commissioning through the reservation process.

• Ensure safe systems of work and consistent application of procedures for all testing and commissioning activities across allocated work packages.

• Witness Factory Acceptance Testing (FAT), Setting to Work (STW) and Site Acceptance Testing (SAT).

• Manage test failure resolution and ensure timely closure of commissioning actions.

• Provide management, oversight and delivery of commissioning work packages within a complex infrastructure project.

• Ensure compliance with relevant commissioning procedures and regulatory requirements.

• Support the implementation of the overall project commissioning strategy.

• Plan and co-ordinate commissioning tests with suppliers and integrate test requirements into the project programme.

• Prepare and present regular commissioning progress updates to stakeholders.

• Manage changes to commissioning schedules, resources and forecasts.

• Chair commissioning reviews, including design, change and procedure reviews.

About You

• Substantial EC&I experience commissioning BMS systems, ventilation plant or similar systems, with a proven ability to lead commissioning teams to successful outcomes.

• Proven track record delivering complex projects in defence, nuclear, or other highly regulated technical sectors.

• Strong stakeholder management and client relationship skills.

• Demonstrable understanding of commissioning methodologies and procedures.

• Ability to work both independently and collaboratively within a multi-disciplinary team.

• Excellent communication, organisation and reporting skills.

• Proficient in Microsoft Office applications.

• Full UK driving licence.

• Experience in nuclear or another regulated industry is highly desirable.

• Sound technical knowledge and leadership experience with an appreciation for mechanical, civil and process systems.

Advantageous experience or knowledge:

• Degree in Electrical Engineering or equivalent qualifications.

• Low Voltage Electrical Distribution design.

• Control System design.

• Building Services & Management System design.

• Earthing & Lightning protection design.

• Familiarity with safety standards (IEC 61508, 61511, 61513).

• Knowledge of Functional Safety, Reliability and associated topics.

• Project management experience.

Qualifications:

• HNC or Degree in Electrical/Electronic Engineering, or equivalent experience and training.

Security:

• Current holder of Security Check (SC) or Developed Vetting (DV) clearance, or willingness and ability to obtain clearance required for the role.
